Three meetings next week regarding the Livable Frederick Master Plan

winchesterhallFor those who are interested in the planning of the future of Frederick County, next week there will be three meetings of note regarding the Livable Frederick comprehensive planning process, which began more than two years ago.

From 9:00 am to noon, on both Wednesday, January 3, 2018, and Thursday, January 4, 2018, there will be work sessions to review the revised Plan document with the Frederick County Planning Commission.

On Wednesday afternoon, January 3, at 3:00 pm, there will also be a joint meeting between the Livable Frederick Steering Committee and the members of numerous Working Groups for the Livable Frederick Master Plan. The meeting will focus on the process to date, and the next steps in the process.

All three meetings, as well as the tentatively schedule public hearing on March 5th, will be held in the First Floor Hearing Room of Winchester Hall (12 East Church Street, Frederick, MD 21701).

RE: Livable Frederick Master Plan – Moving Forward

Over the past nine months, the Frederick County Planning Commission (FCPC) thoroughly reviewed the draft Livable Frederick Master Plan, based largely on the efforts put forth by members of the Work Groups and Steering Committee, and provided Planning Staff with comments and recommended changes to the document. The Plan document has now been revised based on this input.

In an effort to expedite moving the Plan forward for formal public review, the FCPC has scheduled work sessions to review the revised Plan document on Wednesday, January 3, 2018, and Thursday, January 4, 2018. Our hope is to have the plan ready for the legally required 60‐day review period on January 5, 2018.

Prior to releasing the plan document for the formal 60‐day review, Planning Staff will host a joint meeting of the Steering Committee and all eight of the plan Work Groups to provide an overview of the Plan and the anticipated schedule moving forward. This joint meeting will be held in the first floor hearing room of Winchester Hall on Wednesday, January 3, 2018, starting at 3 pm. Please consider this an invitation to the meeting, and we certainly hope you can attend!

Submission of the Plan for a formal 60‐day review period provides an opportunity for citizens, businesses, organizations, government agencies and adjoining jurisdictions to offer comments on the Plan document. During this 2‐month time frame, County Planning Staff will also conduct a series of public outreach meetings throughout the County. The dates, times and locations of these ‘open house’ public outreach meetings will be shared with you once final details have been confirmed.

After Planning Staff has completed the public outreach efforts, and relevant jurisdictions and agencies have provided the County with comments, the FCPC will conduct a public hearing on the draft Plan. We have tentatively scheduled this public hearing to occur on Monday, March 5, 2018, starting at 7 pm in Winchester Hall.

After their public hearing, the FCPC will address comments received and vote on a recommended Livable Frederick Master Plan to be forwarded to the County Council for their review and ultimate approval. The County Council will conduct additional public hearings on the Plan, and further revisions to the document may be made. We will keep Steering Committee and Work Group members apprised of the Council’s review schedule and would ask for your continued active participation as the Plan moves toward final adoption.
