#1 – Frederick County Ethics Commission

The Frederick County Executive is soliciting letters of interest from individuals to fill three (3) seats on the seven-member Frederick County Ethics Commission (“Commission”).

The Commission publishes advisory opinions on the Ethics Law and the Public Ethics Law and administers the application of these laws to Frederick County officials and employees, and others who are subject to the laws’ provisions. The Commission also decides complaints alleging violation of the Ethics Law and exercises responsibility for enforcement of the lobbying provisions in the Ethics Law and the Public Ethics Law.

The Commission meets on the second Wednesday of each month during the evening, as needed.

Other Qualifications and Requirements include:

• Ability to understand and apply the Ethics Law, including the lobbying provisions in the Ethics Law, and the Public Ethics Law to a variety of factual situations;

• General familiarity with the structure and work of the county government; and

• Understanding of general ethical principles applicable to governmental entities.

Persons having a desire to serve in this capacity must be
residents and registered voters of Frederick County.

#2 – Frederick County General Boards and Commissions

The Frederick County Executive is soliciting applications from interested persons to volunteer their time to serve on the following boards and commissions. Persons having a desire to serve must be residents of and registered voters in Frederick County.

Adult Public Guardianship Review Board

• Meets quarterly (first Monday during March, June and December, and second Monday during September) at 1:00 p.m.
• Seeking individuals to fill the following categories: 1) Nonprofit social services professional; 2) psychiatrist; 3) general public; 4) person with a disability; and 5) professional in the field of disabilities

Advisory Plumbing Board

• Daytime meetings are scheduled when necessary.
• Seeking individuals to fill the following categories: 1) general public; and 2) state or county licensed plumbers.

Affordable Housing Council

• Meets the second Tuesday of each month at 2:30 p.m.
• Seeking individuals to fill the following categories: 1) general public; 2) nonprofit; 3) private industry; and 4) housing consumers (to include a person who has participated in a city or county housing program). For more information visit www.FrederickCountyMD.gov/housing.

Agriculture Business Council

• Meets the fourth Tuesday of every other month (February, April, June, August, October and December) at 7:00 p.m.
• Seeking general public and individuals with experience and expertise in agriculture or a full-time farmer and producer.

Commission For Women

• Meets the second Tuesday of each month (except July) at 7:00 p.m.

Commission on Disabilities

• Meets the second Monday of each month (except Aug. and Dec.) at 6:00 p.m.

Containment Laboratory Community Advisory Committee

• Meets quarterly (January, April, July, and October) on the second Tuesday at 7:00 p.m.
• Seeking a private sector health field representative and general public representatives (includes alternate seat).
• Applicants should be aware this is a working committee, and that considerable commitment of time will be required for orientation and reading relevant materials to stay current on matters relevant to the Committee’s mission. While the Committee meets quarterly, most of the Committee’s work occurs between meetings. Additional meetings may be scheduled. Members will be asked to volunteer to take their turn in preparing materials, information for the public, reports or minutes. Electrical Board

• Daytime meetings are scheduled when necessary.
• Seeking a master electrician.

Fire and Rescue Advisory Board

• Meets the second Monday of each month at 7:00 p.m.
• Seeking a general public representative.
• Seeking a general public representative. Preference may be given to a qualified applicant who is a resident of the City of Frederick. Interested persons must not be affiliated with the fire and rescue service in any way, so they may purely represent the consumers’ perspective regarding fire and rescue services.

Historic Preservation Commission

• Meets the first Wednesday of each month (no meetings in January and July) at 7:00 p.m.
• Seeking the following: 1) general public representatives (regular members and an alternate); and 2) individuals that have experience and expertise in agriculture.
• Interested persons must have a demonstrated special interest, specific knowledge, or professional or academic training in fields such as, but not limited to, the following: history, architectural history, archeology, curation, landscape architecture, urban design, architecture, planning, anthropology, conservation, historic preservation or related fields. Human Relations Commission

• Meets the last Tuesday of each month (except Dec.) at 6:00 p.m.

• Meetings are held as necessary.
• Seeking a person with experience with commercial property and casualty management, insurance company experience at a managerial level or underwriting or reinsurance expertise.

Local Management Board

• Meets the fourth Monday of every other month beginning with the month of January at 2:00 p.m. (no meetings in November and December).
• Seeking individuals to fill the following categories: 1) general public; 2) early childhood education; and 3) community agency.

Mental Health Advisory Committee

• Meets the third Monday of each month at 4:00 p.m.
• Seeking individuals to fill the following categories: 1) general public; 2) primary consumer; and 3) secondary consumer.

Parks and Recreation Commission

• Meets the second Thursday of each month at 6:30 p.m.
• Seeking general public representatives. Preference may be given to those who reside in the following Frederick County Planning Regions: Adamstown, Middletown, and Walkersville – For more information visit www.recreater.com.

Property Tax Assessment Appeal Board

• Meets approximately 20 times a year, plus or minus, as required and the meetings are usually held during normal business hours (based on number of appeals scheduled).
• Seeking persons who are not active realtors or appraisers (one to serve as the alternate). Applicants need to have excellent oral and written communications skills; the ability to be available and flexible with time; must be able to weigh information presented, and make unbiased decisions based on what is presented at the time of the appeal hearing.

Public Library Board

• Meets the first Wednesday of each month (except July, August, and December) at 7:00 p.m.

• Meets quarterly (first Monday during March, June, and December and second Monday during September) at 7:00 p.m.
• Seeking a general public representative who resides in one of the following election districts: Election District 3 (Middletown); Election District 16 (Jackson); Election District 6 (Catoctin); Election District 22 (Burkittsville); and Election District 24 (Braddock). Senior Services Advisory Board

• Meets the second Monday of each month at 1:00 p.m.
• Seeking general public representatives as well as providers to help address and resolve the problems facing the aging population of Frederick County. Solid Waste Advisory Committee

• Meets the first Wednesday of each month at 6:30 p.m.
• Seeking individuals to fill the following categories: 1) general public, 2) business / commercial-retail; 3) environmental group; 4) civic organization; 5) commercial solid waste / recycling company; and 6) business / high-tech / financial

Substance Abuse Council

• Meets the third Monday of each month at 4:00 p.m.
• Seeking individuals to fill the following categories: 1) a substance abuse prevention provider; 2) a substance abuse provider with experience with services to individuals with co-occurring substance abuse and mental health disorders; 3) person knowledgeable and active on substance abuse issues affecting the county; and 4) person knowledgeable about treatment of substance abuse in the county

Sustainability Commission

• Meets the third Wednesday of each month at 3:00 p.m.
• Seeking individuals who have a professional affiliation with, or expertise in, one or more of the following areas: agriculture/food security, sustainable land use and transportation, open space and land preservation, green building practices, air quality/climate, water quality, recycling/waste reduction, environmental justice, education, small and/or local business, green jobs/workforce training, human/environmental health, energy, community, grass-roots environmental efforts, and finance and governance. Technology Council of Frederick County
